The solution to traffic congestion is simple: Don't allow any vehicle to be driven that is not completely paid for.

I don't think I ever got a parking ticket riding a bike. Not to mention it's poetic justice to be able to use no-parking sign posts to lock my bike to.

No Empathy in his Meter?
When is the last time you did not try to come up with some excuse when confronted some small infraction. We all did it as children when we were caught misbehaving.
Magnify that by the nimber of people that DOT personnel have to deal with on a daily basis. None willing to accept a ticket and all willing to do or say whatever they can to get out of it.
Give me a break!!!
Every time I stop where I am not supposed to, I always have in the back of my mind that a ticket could be forthcoming. It is unrealistic not to look at it that way.
After all who wants to pay higher taxes.

It would be efficient on weekdays to route all traffic on Pico Boulevard
eastbound and all traffic on Olympic Boulevard westbound during early
morning and evening.

Southwest Museum Station on Gold Line is very quiet.
Need to consider right of away over the L.A. river, say 5 feet above the high water mark, for access from Union Station to Santa Clarita, San Gabriel Valley, etc. Look at the savings on purchasing land!
