The Qatar-based international news network Al Jazeera has highlighted and linked to a graphic video of nearly two dozen men, purported to be Libyan soldiers, who had been shot in the head at close range.

The video was posted to Facebook on Thursday. It could not be independently verified, but Al Jazeera reported that it appeared to show the bodies of at least 21 men in military clothing, bound and blindfolded. One was still alive, gasping and gulping water.

The Facebook page said the video first appeared on state TV, which identified the dead as soldiers killed by anti-government fighters.

But the Facebook post said the men were actually killed by pro-government forces for refusing to fight.
