The signal for Libyan state television flickered on and off Wednesday, a day after Moammar Kadafi used it to deliver a fiery 75-minute speech that denounced the popular protests that have engulfed him.

The British Broadcasting Corp. reported that the signal was lost for a sustained period Wednesday at a time when Yusuf Amine Shakir, described as a political analyst, was speaking on the channel.

He attacked Al Jazeera and said Al Qaeda was trying to establish itself in Libya. He also accused the CIA of plotting against Libya for the last 25 years and said those leading the opposition in the eastern city of Benghazi were working for the United States.
