Your morning fashion and beauty report: Orlando Bloom fronts for Hugo Boss, Target plans a new Harlem-inspired collection, Chanel roars.

While many of us in Southern California have been shivering under July Sky (the June Gloom that's lingered around this year), it is scorching hot on the East Coast. Take a look at what women in Manhattan are wearing to beat the triple-digit heat -- including visiting QE II. [WWD]

Remember that dancing baby back in the early days of the Internet? Cute, but would you have tattooed it on your body for time immemorial? We thought not. Target is opening a store in East Harlem and in honor of the occasion will offer Harlem-inspired limited edition collections from Isabel and Ruben Toledo and Stephen Burrows. Pieces will range in price from $4 to $35. They will be on sale in the East Harlem store starting July 26, but not to worry if you're not planning to be in New York. The collections are slated to go on sale online Aug.1. [People]  For a peek at the merchandise, check out The Cut.
